An expert on government pensions says Rhode Island’s public pension problem may be twice as bad as officials fear. Eileen Norcross, a senior research fellow at George Mason University’s Mercatus Center, released a report Tuesday suggesting the unfunded pension liability for Rhode Island and its municipalities is about $18 billion.
